Military Operations

The MilOps subcommittee manages those unique military operations and missions data components used to define NIEM-based information exchanges that satisfies mission critical sharing requirements with the U.S. Department of Defense (DOD), and/or with other federal government agencies and mission partners.

Mission

The MilOps subcommittee provides a catalogue of data components necessary to support improved data interoperability between DOD and mission partners for operations.


Governance

The MilOps subcommittee is stewarded by the Joint Staff, as requested by the DOD Chief Information Officer (CIO). A MilOps Subcommittee Configuration and Control Board (MilOps CCB) was formally stood up in March 2014. The MilOps CCB manages subcommittee content and addresses technical issues arising from the development of Information Exchange Package Documentations (IEPDs) using MilOps Subcommittee Content. NIEM is the identified and preferred semantic solution for interoperability by the DoD Chief Data Officer (CDO), Chief Information Officer (CIO) and the Secretary of Defense as defined in the DoD Instruction (DoDI) 8320.07; Implementing the Sharing of Data, Information, and Information Technology (IT).

The MilOps data components concentrate on information exchange requirements primarily from the DOD Joint Capability Areas including: Force Support, Battlespace Awareness, Force Application, Logistics, Command, Control, Communications, Protection, Net-Centric, and Building Partnerships.

NIEM has been identified as a key enabler for Combined Joint All Domain Command and Control (CJADC2). NIEM is cited in the CJADC2 Reference Architecture (RA) Version 3.0 Enclosure D (CJADC2 Capability Development and Analytical Framework) within the Application and services, Interface and Data & Information principals.  NIEM is also included in the CJADC2 Reference Design (RD) Version 1.0, Standard View 2 (StdV-2).

MilOps also has non-public DoD Distribution C content (namespace: MOMS) available in the NIEM Restricted Repository, hosted on the Warfighter Mission Area (WMA) portal. The NIEM Restricted Repository, managed by the NIEM Management Office (NMO), provides a platform for authenticated users to share NIEM Message Exchange Packages/IEPDS for limited distribution. Here, users can search and discover, upload, download and re-use information. Users must meet the access control requirements of the Warfighter Mission Area (WMA) portal. To access this repository, users are required to authenticate their credentials with a Common Access Card (CAC), specifically the Personal Identity Verification (PIV). From the main page, click the second icon on the left labeled 'C/S/A'.  Click on the NIEM image to access the repository.

 

The MilOps subcommittee in action

In 2014 the U.S. Army won a Best of NIEM award for their Tactical Infrastructure Enterprise Services Coalition Warfare Program (TIES CWP). TIES CWP used NIEM to improve interoperability and information sharing between the U.S. and coalition partners.
