In November 2013, NIEM released version 3.0. The update process included:

  • Comments from federal, state, local, international, and industry partners

The Naming and Design Rules (NDR), Model Package Description (MPD), Conformance and Conformance Target Attribute specifications are updated and available online.

For both the NDR and MPD, the NIEM 3.0 version includes the following updates:

  • New, consistent, hyperlinked, indexed format
  • Reorganized content, logically sequenced for more clarity
  • Available online in HTML
  • Schematron rules (where applicable) for most rules
  • Associated toolkits (XML schema documents, Schematron rule documents, examples, etc.)
  • Incorporate new rules and revisions for NIEM 3.0 architectural changes

Additional updates to MPD include:

  • Significant changes to MPD catalog
  • Emphasis on validation of conformance targets in IEPDs
  • Accommodates various IEPD use cases (e.g., payload wrapped in envelope)
  • Requires OASIS XML catalogs to track schema documents
  • Requires simple informal conformance assertion for IEPDs

Additional updates to the NDR include:

  • Description and rules for NIEM 3.0 features, including:
  • New top-level ObjectType and AssociationType
  • New augmentations methods
  • More consistent and reusable metadata elements
  • Unified content elements and reference elements
  • Rules written in Schematron, also distributed as separate Schematron schema files with a Schematron implementation
  • Improvements to normative language, definitions, and, conformance targets
