2009 NIEM National Training Event Promotes Information Sharing
Event Showcases Best Practices and Successes in Government and Industry

The 2009 NIEM National Training Event (NTE) proved to be the definitive training event on the National Information Exchange Model (NIEM) and raised the bar as NIEM community members from across the nation came together to discuss their experiences and help break down barriers to information sharing. More than 680 participants attended the event, representing 21 federal agencies, 32 states, and more than 100 private companies in industry.

The event, held in Baltimore, Maryland, from September 30 to October 2, 2009, included more than 75 concurrent educational sessions organized into six different tracks, covering NIEM topics ranging from executive-level NIEM adoption to technical implementation. Sessions at the NTE were filled to capacity, with the audience actively involved asking questions and providing their own experiences and best practices. Event attendees were able to learn about new developments in NIEM tools and how NIEM is being used in a variety of situations such as emergency management, intelligence, and law enforcement.

Several high-profile speakers delivered keynote speeches providing their thoughts on information sharing and NIEM. The speakers included Vinton Cerf, Chief Internet Evangelist for Google; Bart Johnson, Acting Under Secretary for Intelligence and Analysis, U.S. Department of Homeland Security; John Teeter, Deputy Chief Information Officer for Health and Human Services; Kshemendra Paul, Chief Architect for Office of Management and Budget; and Vivek Kundra, Federal Chief Information Officer.

During breakout sessions and after-hour meetings, attendees had the opportunity to network and learn how other organizations are using NIEM within their information exchanges. The event also served as the formal unveiling of the production release of NIEM Version 2.1—a milestone that brings with it 35 percent more content, including the three new domains of Maritime; Family Services; and Chemical, Biological, Radiological, and Nuclear. The event also provided attendees with a preview of the new NIEM training curriculum.

The NIEM Program Management Office (PMO) presented the inaugural “Best of NIEM” Awards to five teams at the keynote luncheon ceremony. The teams were recognized for their dedication and commitment to advancing and substantially improving the way NIEM is used for government business. The event concluded with a town hall panel consisting of Kshemendra Paul; Vance Hitch, Chief Information Officer for the U.S. Department of Justice; Richard Spires, Chief Information Officer for the U.S. Department of Homeland Security; Robert Boehmer, Chairman of the Global Advisory Committee; and Donna Roy, Executive Director of the NIEM PMO,responding to participant questions and delivering the executive perspective on NIEM.

The diversity of event attendees from federal, state, local, and tribal organizations created enormous value for the NIEM program, since participants were able to see the momentum for NIEM adoption and carry that excitement back to their own organizations.

Inaugural 2009 Best of NIEM Awards

For the first time ever, the NIEM Program Management Office (PMO) presented five Best of NIEM Awards at the 2009 NIEM National Training Event. The awards were announced by Donna Roy, Executive Director of NIEM, and presented by Kshemendra Paul, Chief Architect at the Office of Management and Budget (OMB). The awards went to NIEM implementation projects that demonstrate how intergovernmental collaboration and innovative technology deliver results that increase government transparency, improve performance, and enable civic engagement. All the projects have been operational since 2008 and have reported specific measurable results. The awardees were selected because they leverage best practices and deliver innovative solutions effectively to get results.

Collectively, the 2009 winners serve or process more than 16 million transactions per year. They have complex environments with legacy systems and use innovative new technologies. They integrate data across hundreds of data sources. Each winner includes collaboration across at least five agencies or teams. They represent great strides in information sharing with NIEM.

The 2009 Best of NIEM honorees are USCIS Enterprise Service Bus (ESB) Program; HHS-Connect, Information Architecture and Development; FEMA Disaster Assistance Improvement Program, Program Management Office; Colorado Integrated Criminal Justice Information System (CICJIS); and Paragon Technology Group for Emergency Operation Center–Interconnectivity.
