New NBAC Cochairs Appointed

Linda Rosenberg and Phil Letowt have been appointed cochairs of the NIEM Business Architecture Committee (NBAC). In these roles, they are responsible for advising and supporting the NIEM Program Management Office on operational and business issues.

Ms. Rosenberg has 14 years of experience managing the development, implementation, and integration of complex information technology systems for local, county, and state justice agencies. She has specialized skills in justice automation, information sharing, and collaboration. Ms. Rosenberg currently serves as the Director of Criminal Justice System Improvements for the Pennsylvania Commission on Crime and Delinquency (PCCD). In this capacity, Ms. Rosenberg is responsible for the development and implementation of statewide justice plans for PCCD’s Office of Criminal Justice System Improvements. She also oversees the administration of more than $50 million in justice improvement programs.

Ms. Rosenberg was appointed by Governor Tom Ridge as the Executive Director of the Pennsylvania Justice Network (JNET), a position she held from 1999 to 2004. Through Ms. Rosenberg’s leadership, JNET achieved international recognition as a model for information sharing and collaboration. Ms. Rosenberg is involved in the following professional organizations: board member, SEARCH, The National Consortium for Justice Information and Statistics; member, Advisory Committee, National Criminal Justice Association (NCJA); member, IJIS Institute Statewide Automated Victim Notification System; gubernatorial appointee to National Governors Association (NGA) on Integrated Justice from 1999 to 2004; and former board member, National Association of Justice Information Systems (NAJIS).

Phil Letowt, the other NBAC cochair, is the Chief Architect for Immigration Customs and Enforcement. His responsibilities include formulating the enterprise architecture, managing the agency’s technical reference model, and ensuring ICE’s alignment with DHS-wide IT investment initiatives. In addition to supervising quality assurance, he is responsible for ensuring project compliance with ICE System Lifecycle Management requirements and recommendations.

In private industry, he was a program manager and director for teams specializing in systems integration to meet the needs of the federal law enforcement community. One of his major information sharing projects was the Department of Justice’s Joint Automated Booking System (JABS).

Phil earned his M.B.A. from Villanova University and his undergraduate degree from Pennsylvania State University.


Utilizing NIEM to Improve Justice Information Sharing: Solicitation From the National Governors Association Solicitation

The NGA Center for Best Practices has announced solicitations for a Policy Academy through which selected states will identify and document pilot exchanges, utilizing NIEM to improve justice information sharing. NIEM is designed to develop, disseminate, and support enterprisewide information exchange standards and processes that can enable jurisdictions to effectively share critical information in emergency situations, as well as to support the day-to-day operations of agencies throughout the nation. Applications are due by 5:00 p.m. EST on October 12, 2007.

Global Justice Information Sharing Users’ Conference

The Global Justice Information Sharing Users’ Conference and a NIEM Executive Briefing were held in Chicago, Illinois, on August 20–24, 2007. The presentations from the conference and the briefing are now available online at www.it.ojp.gov/usersconference/presentations.


Upcoming NIEM Training: Tucson, Arizona, September 24–28, 2007

The Introduction to XML and NIEM Practical Implementer’s courses are being presented in Tucson, Arizona, on September 24–28. The training has been updated to include critical information on 2.0. It will include instruction on migration using NIEM and an Information Exchange Package Documentation exercise based on a migration case study.
